Mekhti Logunov

Mekhti Feofanovich Logunov, 83 years old, Kharkov

candidate of technical sciences, inventor

Detained on August 17, 2017 on charges of Article 111 - state treason - for allegedly leading an intelligence group, he, since the date of his detention to this very moment, has been in Kharkov jail No. 27 for more than a year without an alternative. The case is being heard in the Kievsky court of Kharkov.

According to the press service of the Prosecutor's Office of the Kharkov region, the man collected secret information for Russia about the defense orders of Ukraine. "The Prosecutor's Office proved that he possessed secret information belonging to scientific institutions that contained state secrets. It was planned to transfer more information to representatives of a foreign state - Russia," it is said in the message of the press-services of the Prosecutor's Office.

Since Soviet times, Mekhti Feofanovich Logunov has more than a dozen patents. He is an inventor and a professional in the technical industry. As of November 2014, he was the technical director of the German-Slovak group GRIMI (Germany-Slovakia). Mekhti Logunov acted as a consultant on the opening of a processing plant in Belgorod, which neighbours Kharkov. In Ukraine this was equated to reconnaissance.

For his own ideological reasons, he was a member of the "Union of Citizens of Ukraine" and "Union of Citizens of Russia". He planned to open production in Russia for the processing of tyres with the help of a unique technology. As evidence of treason, the employees of the SBU found on his computer copies of the passports of people who he selected as departmental personnel of the plant for production work, and this was interpreted by the SBU as leading a reconnaissance group.

On July 30, 2018 the Ordzhonikidzevsky district court sentenced the 83-year-old Kharkov resident to 12 years in prison on charges of state treason.

According to the lawyer of the accused Maksim Shapovalov, the defense does not agree with the verdict. Of the 15 prosecution witnesses, only 1 pointed to Mekhti. The lawyer of Logunov does not exclude that he may be a provocateur from the Security Service.

The lawyer appealed the court`s decision by appealing the verdict. There were no court sessions after this.

On December the coordinator of the “Uspishna Varta” human rights platform talked to the defendant's lawyer Dmitry Tikhonenkov about the details of the case, the reliability of the evidence base, and the validity of the charges, as well as the state of health of the accused and the prospects of his treatment. We published the full text and video of the lawyer's comment on the YouTube channel of "Uspishna Varta".

On April 11th, 2019 the Kharkov Court of Appeal was supposed to consider the case of the 84-year-old Kharkov citizen Mekhti Logunov, who is accused of state treason and who has been in prison for almost 2 years. But the hearing did not take place, since the court premises were not prepared. It was decided to postpone the hearing to September 2019. The defence has repeatedly stated that the Logunov case is being deliberately dragged out.

In August 2019 Mekhti Logunov reported about torture in a Kharkov prison. In his open appeal to international human rights organizations, Logunov asks to pay attention to the abuse and torture of prisoners by law enforcement bodies in Ukraine.

On September 3, 2019, the Kharkov Court of Appeal rescheduled the consideration of the case of Mehti Logunov - now on October 10. And again for the same reason - there is no room for consideration of this case. Mehti Logunov has been in custody for 2 years, his health condition is rapidly deteriorating.

We continue to monitor the situation.
