“Uspishna Varta” observers: The SBU intends to be present at polling stations in Lvov

On March 6th in Lvov, during an extraordinary meeting of district election commission (DIC) No. 117, members of the commission expressed their distrust of the current leader, and also obliged him to report violations to the Central Election Commission (CEC) and report on their elimination as soon as possible.

The meeting was attended by the official observer from "Uspishna Varta" Pavel Khomiv.

Commission members were the initiators of the extraordinary meeting. According to them, the current DIC chairman does not exercise his authority properly, invites his acquaintances to work in the commission, which causes other members to have suspicions, and does not fully provide the commission members with information received from the CEC.

The commission’s chairman Viktor Kishchak said that part of the information received is confidential. In particular, Kischak noted that he also does not intend to disclose the information received from the Security Service of Ukraine concerning representatives of the law enforcement body who will be present at the station.

The lawyers of “Uspishna Varta” note that all decisions relating to the activities of the DIC should be taken collectively. And the concealment of information by the DIC chairman from the members of the commission violates the requirements of the Law of Ukraine “On the Ukrainian Presidential Election”. In addition, the presence of employees of the Security Service of Ukraine at polling stations is allowed only when transporting election documents at the request of the CEC.

During the meeting, members of the commission discussed the current situation in a raised voice; a verbal skirmish arose between them. But matters did not reach the police being called.


The members of the commission adopted several acts concerning the violation of the electoral legislation by the head of the DIC, as well as several decisions on violations of the organization of the work of the commission, that oblige the chairman to report violations of the CEC, and to document and report everything to the members of the commission.

Recall that on January 18th the public organization “All-Ukrainian Association ‘Uspishna Varta’” received permission from the CEC to have official observers at the 2019 Ukrainian presidential election. Volunteers and lawyers of the human rights platform actively monitor the electoral campaign of presidential candidates, document offenses, and notify Ukrainian and international organizations about them.

Earlier, “Uspishna Varta” registered official observers in Kharkov, Zaporozhye, and Kramatorsk for the 2019 Ukrainian presidential elections, as well as in the Kiev and Lvov district election commissions.
