"Uspishna Varta" defeated “Mirotvorets” in court

On March 26th the Shevchenkovsky district court of Kiev satisfied the complaint of the human rights platform "Uspishna Varta" about the inactivity of the State Bureau of Investigations (SBI) in the investigation into the "Mirotvorets" website. The court ordered the authorized persons of the SBI to enter information about an offense committed by law enforcement officers in collusion with the Director of the "Mirotvorets" center Roman Zaitsev into the Unified Register of Pre-trial Investigations (URPI) and start a pre-trial investigation.

Recall that in August-September 2018 the experts of “Uspishna Varta” analysed the grounds for the use of information from the website "Mirotvorets" in the judicial practice of Ukraine. As a result of the study, human rights activists recorded numerous violations of national and international law, which was reported on the blog of the author, Nataliya Natalina.

In addition, the discovered information was the basis for the release of the program "Know your rights" with the coordinator of the human rights platform Tatiyana Galonza on the YouTube channel "Klymenko Time".

After this, on September 6th 2018, information appeared on the website of "Mirotvorets" indicating the personal data of the head of the board of "Uspishna Varta" Nataliya Natalina and the coordinator of the organization Tatiyana Galonza.

According to human rights defenders, the publication of personal data on the "Mirotvorets" website causes significant harm to the rights of these citizens guaranteed by law and is punishable.

As the lawyers of "Uspishna Varta" note, since the specified personal data wasn’t published earlier in open sources, they could only have been collected with the help of law enforcement bodies, using the corresponding databases of the Ministry of Internal Affairs of Ukraine and SBU, which goes beyond the rights and powers granted to employees of law enforcement bodies.

Conerning this incident, representatives of "Uspishna Varta" filed an application to the SBI on the Commission of criminal offenses by representatives of law enforcement bodies in collusion with the Director of the center for the study of signs of crimes against the national security of Ukraine, peace, human security, and international law (the website "Mirotvorets") Roman Zaitsev and other unidentified persons administering this site under part 2 of article 28, part 1 of article 182, and part 1 of article 365 of the Criminal Code of Ukraine.

The SBI did not respond to this statement concerning a crime and refused to make statements to the URPI, in connection with which human rights activists appealed to the investigating judge, who satisfied the appeal and ordered the authorized persons of the SBI to enter data about an offense in relation to human rights defenders into the URPI and start a pre-trial investigation.


As it is known from the media, the "Mirotvorets" website is used by law enforcement bodies (the police and SBU), while being protected by pro-government politicians who have influence in the Ministry of Internal Affairs of Ukraine. Roman Zaitsev, who calls himself the founder and Director of the “Mirotvorets” center/website, confirmed this fact in an interview with the Internet newspaper “Fakty”.
