"Uspishna Varta" appealed to the CEC to check Poroshenko's campaign billboard featuring an image of Putin

The observers of “Uspishna Varta” submitted to the Central Election Commission a request to verify the compliance of the electoral campaign of the presidential candidate Petro Poroshenko featuring the depiction of the President of the Russian Federation Vladimir Putin with the requirements of the Law of Ukraine “On the Ukrainian Presidential Election”.

We are talking about the campaign billboards depicting the presidential candidate Petro Poroshenko and the President of the Russian Federation Vladimir Putin with the inscription “April 21. A decisive choice!” that are located in Kiev, Kharkov, Dnepr, and other cities of Ukraine. As the observers of “Uspishna Varta” note, on these billboards it is indicated that these campaign materials were made at the expense of the candidate for the President of Ukraine Petro Poroshenko.

According to the lawyers of “Uspishna Varta”, the mentioned campaign materials violate the requirements of the Law of Ukraine “On the Ukrainian Presidential Election”. In particular, in accordance with paragraph 1, part 1 of article 64 of the Law, participation in electoral campaigning is not allowed for persons who are not citizens of Ukraine. Also, lawyers say that according to Part 1 of Article 8 of the Law of Ukraine "On Advertising", it is prohibited to place an image of an individual in advertising or use their name without their written consent.

The observers of “Uspishna Varta” appealed to the CEC with a request to provide information about whether or not a copy of the specified printed material of electoral campaigning was submitted to the CEC, and whether or not there is the written consent of individuals to use their image, in particular, the President of the Russian Federation Vladimir Putin.

Human rights activists also ask the CEC to check the compliance of the campaign material with part 1 of article 64 of the Law of Ukraine "On the Ukrainian Presidential Election" regarding the participation in a pre-election campaign of a person who is not a citizen of Ukraine, and to then refer the matter to law enforcement bodies for a decision.


Recall that on January 18th the “All-Ukrainian Association ‘Uspіshna Varta’” public organisation received permission from the CEC to have official observers at the 2019 Ukrainian presidential election. The volunteers and lawyers of the human rights platform actively monitor the electoral campaign of presidential candidates, record offenses, and notify Ukrainian and international organisations about them.
