Uspishna Varta Recommendations Were Added to OSCE ODIHR 2018 HDIM Consolidated Summary

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) included recommendations by Uspishna Varta human rights platform in the Consolidated Summary of the 22nd OSCE Human Dimension Implementation Meeting (HDIM) took place in Warsaw, from 10 to 21 September 2018.

The recommendations on the removal of limitations of freedom of speech and opinion are addressed primarily to the President of Ukraine, the Ukrainian parliament (the Verkhovna Rada of Ukraine), the National Council of Ukraine for TV and Radio Broadcasting, SBU and the National Security and Defense Council of Ukraine, the Office of Prosecutor General of Ukraine and the Ministry of Interior. Their implementation would enable political pluralism and the principle of competitiveness ahead of the approaching 2019 presidential and parliamentary elections.

In particular, it is recommended tostop pressure being put on the media, refuse to consider bills that threaten the free development of the Internet in Ukraine and create a threat of extrajudicial blocking of Internet resources, officially recognize the existence of political prisoners in Ukraine, apply the provisions of the legislation on combatting separatism in strict compliance with the obligations of States under Part 1 of Article 19 of the International Covenant on Civil and Political Rights, and not to use them to prosecute opposition opinions or government critics.

"We'll monitor the official reaction by Ukrainian government representatives to our recommendations reflected already in OSCE documents. A dialogue inside the country between human rights activists and government representatives would be more efficient. However, as the government demonstrates no such intention at the moment, we'll use all available international tools to draw the attention to abuses of human rights and freedoms in Ukraine", said Natalia Natalina, the Chair of Uspishna Varta human rights platform.
