Voters were not allowed to access the meeting with Poroshenko in Transcarpathia

On March 15th the current president and presidential candidate Petro Poroshenko went to Transcarpathia and held campaigning meetings with voters. The President's visit was announced as a working trip.

The observers of "Uspishna Varta", in the framework of the process of official observation of the 2019 elections, monitored the electoral campaign of Petro Poroshenko in Transcarpathia as a presidential candidate.

As a reminder, on March 14th, the candidate Poroshenko visited the Volyn region. The observers of "Uspishna Varta" recorded the mass transportation of participants of the meeting, the admission to the meeting of people according to lists, and the non-admission of journalists. Like in other regions, in Transcarpathia President Petro Poroshenko, during his trip to the region, took part in the Regional Development Council in Transcarpathia, and held several meetings with voters.

During the council meeting, the President issued a number of instructions to the Deputy Prime Minister of Regional Development, Construction, and Housing and Communal Services Gennady Zubko and the Chairman of the Transcarpathian Regional State Administration Gennady Moskal. The council meeting was attended by a number of representatives of executive authorities and local self-governance.

The President took part in events in honour of the 80th anniversary of the proclamation of Carpathian Ukraine on the territory of the "Red Field" memorial complex near the city of Khust.

According to local journalists, in the morning at least 7 busses travelled from Uzhgorod to "Red Field" with employees of budgetary institutions inside.

The current President held a campaign meeting with voters in the city of Khust and made a pre-election speech. In his speech, among other things, President Poroshenko focused on the monetisation of subsidies, stressing that Ukrainians will receive money thanks to him. Experts have repeatedly regarded the issuance of social benefits during the election month as the legal bribery of voters.

Also, it became known that police officers didn't allow a group of Ukrainians, who travelled especially for the meeting with the President, access the meeting place where Poroshenko met with the inhabitants of Transcarpathia. Their cars were stopped by the police along the entire route. And even when they left their cars on the road and went on foot, it did not help.

This is all because a group of unknown people were carrying black balloons and posters to the meeting that were not in support of the President. As a result, a man launched balloons directly where he stood, having attached to them the image of the acting President in a prison uniform.

As a reminder, according to the Law of Ukraine "On Ukrainian Presidential Elections", for the candidates for the post of the President of Ukraine who already hold positions it is forbidden to use office or production meetings for electoral promotion (part 15 of article 63). At the same time, President Poroshenko actively uses his official position and official powers during the electoral campaign.

As was noted by the human rights activists of "Uspishna Varta" in the interim report on 2019 election monitoring, it is necessary to more clearly distinguish between the official and propaganda activities of Petro Poroshenko in order to prevent the use of official governmental events in his electoral interests.
