3 million Ukrainians in Russia will not be able to take part in the elections

The Central Election Commission of Ukraine closed polling stations in Russia. This is demonstrated by Resolution No. 274 published on the website of the CEC on December 31st.

As the document testifies, the CEC transferred 5 polling precincts from the territory of the Russian Federation (in Moscow, St. Petersburg, Rostov-on-Don, Ekaterinburg, and Novosibirsk) to the Embassies of Ukraine in Georgia, Kazakhstan, and Finland. It is noted that the CEC considered the submission of the Ministry of Foreign Affairs of Ukraine dated December 19th 2018 on amendments to the list of foreign polling stations formed on a permanent basis.

As the Minister of Foreign Affairs of Ukraine said in April 2018, about 3 million Ukrainians live in Russia.

The right of citizens to participate in political life is enshrined in Article 25 of the International Covenant on Civil and Political Rights and in Article 38 of the Constitution of Ukraine guaranteeing citizens the right to take part in the administration of state affairs and in All-Ukrainian and local referenda, and also to freely choose and elect state authorities and local governments.

As a reminder, the presidential electoral campaign started on December 31st in Ukraine. Campaigning for candidates and the submission of the documents of candidates will last until February 3rd.
